As horovod is a common framework in AI senarios. And it supports multiple AI computing framework,
such as TensorFlow, Keras, PyTorch, and Apache MXNet. It has so rich eco-system, so we need to
consider to introduce the basic horovod first, then support the said frameworks one by one.
