What happened:
Currently, there are several sigs existing under sig, but most of them don't contain any description.

Now, I am going to setup a wolkflow that can sync the sigs definition on openeuler.org according to the content of this repo. the PR link is https://gitee.com/openeuler/website/pulls/71, but there are several parties cannot get from this folder, they are:

1. the IRC Channel
2. the email list address

What you expected to happen:

every sig has its own description in its README under its sig folder as the template suggested. and it has the following description

1. the IRC Channel
2. the email list address
